To educate the general public in south Taiwan with correct concept and knowledge on water consumption, the Water Resources Agency, Ministry of Economic Affairs and National Kaohsiung First University of Science and Technology signed a cooperation contract on September 6, 1999 to establish a Water Resources Conservation and Development Research Center by the University with financial supports by the Agency.  The objective of the Center is to engage scientific and technological projects on research, education and training that are relevant to the south Taiwan region such that a sustainable water supply in south Taiwan can be achieved.

National Kaoshiung First University of Science and Technology has a Department of Safety, Health and Environmental Engineering that covers the three fields of environment, safety and health engineering with renowned faculty.  The agreement signed with the Water Resources Agency will assist the Water Resources Conservation and Development Research Center in conducting scientific and technological policy research and training projects that are relevant to water resources conservation and development in south Taiwan.  Additionally, the Center is also entrusted to sponsor seminar, training and research activities for the neighboring areas such that the general public’s concept and knowledge on water usage can be elevated.

General-Director 徐享崑of Water Resources Agency thinks highly of this cooperation project by leading the Agency’s officials to meet with the University’s President 谷家恆 and faculty to sign the agreement at National Kaoshiung First University of Science and Technology.  General-Director 徐expressed that the agreement signed with National Kaoshiung First University of Science and Technology covers the scope of (1) Promoting the scientific and technological as well policy research on promoting water resources management and development; (2)  Promoting the educational publicity on cherishing water resources and environment; (3) Sponsoring activities such as seminars, trainings and workshops on water resources conservation and development; (4) Strengthening information exchange on water resources conservation and development and collecting information relevant to water resources.  The establishment of a water resources networking is expected through the Center’s special projects.  General-Director 徐 expected that the Center can develop its think tan capacity and the University’s unique features into full play to provide strategic recommendations to government and to assist government in promoting effective water resources application.

President 谷家恆 of National Kaoshiung First University of Science and Technology pointed out the University is the Nation’s only educational institute having signed similar agreement with Water Resources Agency.  After establishing the Center, the expertise of faculty with relevant research and teaching will be integrated; a counselor committee will be formed with members served by national and international experts and scholars in water resources conservation and development to promote the Center’s activities.  The signing ceremony was completed with joy and a common goal that will be cherished by both parties.

In order to improve the service quality as well as encourage academia to support the government and participate in laying down policy, drawing up construction plan and assist scientific and technological development, Water Resources Agency is actively negotiating with relevant educational institutes to establish water resources related research center for collecting information, forwarding recommendations, assessing environment impact, and conducting investigation and research on carrying out hydraulic and hydrological projects that deeply affect or are deeply concerned by the general public.  He expected that developing its full capacity as a think tank, the Center will be a bridge between government and the general public to assist government in implementing policies that will fully incorporate the public opinion.   Additionally, the Center’s resources can be utilized to conducting cutting-edge international technology collection and analyses, exchange and cooperation programs as well as personnel training such that the Agency’s information tentacle, activity elbow room and reputation can be elevated.
